Boris Johnson: border controls are most effective when Covid rates are lower

The UK prime minister said in an interview in Derby: 'They are most effective, border controls, when you’ve got the rate of infection down in your country.' Johnson added that the government was 'very confident' in the Oxford vaccine despite concerns over the South African variant.
