5 stories to know for March 23: Colorado shooting, US-China sanctions, Biden’s infrastructure plan, AstraZeneca safety claims and reparations to Black residents in Illinois.

1. 10 people were killed in a shooting in Boulder, Colorado. Boulder police officer Eric Talley, 51, is the first victim to be named. The Boulder shooting marks America's second fatal mass shooting in a week. Authorities believe that an AR-15 style gun was used in the shooting, which took place at a King Soopers grocery store. Last week a Colorado judge blocked Boulder from enforcing a ban on assault weapons. A U.S. Senate panel is slated to look at gun control today.

2. President Joe Biden will be briefed by advisers this week on infrastructure, climate and jobs proposals being considered by the White House that could collectively cost as much as $4 trillion, according to people familiar with discussions. Biden advisers are weighing a price tag of between $3 trillion and $4 trillion for new legislative action, including repairing the country's crumbling infrastructure and tackling climate change, one source said.

3. The U.S. and EU imposed sanctions on Chinese officials for human rights abuses against the Muslim Uighurs in Xinjiang.

4. The Chicago suburb of Evanston will become the first U.S. city to pay reparations to Black residents whose families suffered from decades of discriminatory practices. Evanston’s initial approach to reparations is narrow and targeted. The city council has already committed $10 million over a decade to the effort. The first phase will provide $25,000 to a small number of eligible Black residents for home repairs, down payments or mortgage payments in a nod toward historically racist housing policies.

5. AstraZeneca may have released outdated information on its latest COVID-19 vaccine trial, giving an “incomplete” picture of its efficacy, a leading U.S. health agency said on Tuesday, casting doubt on the shot’s potential U.S. rollout and plunging its developers, once again, into controversy.
