The historic Tibetian city of Lhasa is in the middle of a years-long building boom that has given the remote area new roads, airports and trains. But some worry the development is only benefiting people with highly paid government jobs. Income levels in Lhasa are among the lowest in China, and many migrants who are drawn to the city from rural parts of the autonomous region struggle with illiteracy and inability to speak Mandarin – severe obstacles for those looking for high-paying urban jobs.
