Kwasi Kwarteng: 'Carbon emissions reduced 45% since 1990, but no one says it's easy'

Business Secretary Kwasi Kwarteng has spoken positively about UK efforts to reduce the UK carbon budget, saying that the economy can grow while emissions fall.
He added that while not easy, it would be possible to grow the economy while reducing emissions along the government's ambitious commitment of 78% by 2035 compared to 1990 levels.
